                             SUMMARY

    { - Directs district boundary board to accept petition from
city for change in school district boundaries if certain
conditions met. - }
   { +  Directs Beaverton School District and Hillsboro School
District to mediate boundary disputes.
  Establishes procedure for resolving boundary dispute if
mediation fails.
  Requires Beaverton School District and Hillsboro School
District to submit report related to mediation to interim
legislative committees by December 1, 2013. + }
  Declares emergency, effective on passage.

                        A BILL FOR AN ACT
Relating to school district boundaries; and declaring an
  emergency.
Be It Enacted by the People of the State of Oregon:
  SECTION 1.  { + Section 2 of this 2013 Act is added to and made
a part of ORS chapter 330. + }
  SECTION 2.  { + (1) The Beaverton School District and the
Hillsboro School District shall enter into mediation within 30
days after the effective date of this 2013 Act to resolve any
disputes about boundaries between the school districts.
  (2) Each school district participating in mediation under this
section must act in good faith.
  (3) If a resolution of the boundary dispute is not reached, the
school districts must request a change in the boundary of the
school districts as provided by ORS 330.095 no later than
December 1, 2013.
  (4) Nothing in this section precludes the filing of a
remonstrance petition under ORS 330.101.
  (5) School districts that participate in mediation as provided
by this section must submit a report related to the mediation to
the interim legislative committees on education no later than
December 1, 2013. + }
  SECTION 3.  { + This 2013 Act being necessary for the immediate
preservation of the public peace, health and safety, an emergency

is declared to exist, and this 2013 Act takes effect on its
