It is an editor's brief statement of the essential features of the measure as introduced. Establishes Task Force on the Organization of Oregon Public Education. Sunsets task force on date of convening of 2015 regular session of Legislative Assembly. Declares emergency, effective on passage. A BILL FOR AN ACT Relating to education; and declaring an emergency. Be It Enacted by the People of the State of Oregon: SECTION 1. { + (1) The Task Force on the Organization of Oregon Public Education is established. (2) The task force consists of 18 members appointed as follows: (a) The President of the Senate shall appoint two members from among members of the Senate. (b) The Speaker of the House of Representatives shall appoint two members from among members of the House of Representatives. (c) The Governor shall appoint 14 members who represent the Oregon Education Investment Board, the Early Learning Council, the Youth Development Council, the Department of Education, the Department of Community Colleges and Workforce Development, the Oregon University System, the Higher Education Coordinating Commission, the State Board of Education, the State Board of Higher Education, the Teacher Standards and Practices Commission, the Oregon Student Access Commission, the Quality Education Commission, the Employment Department and the Department of Human Services. (3) The task force shall make recommendations regarding: (a) The establishment of the Oregon Education Investment Board as a permanent state agency. (b) The consolidation of state agencies that have duties, functions and powers related to education, including the Department of Education, the Department of Community Colleges and Workforce Development, the Oregon University System, the Teacher Standards and Practices Commission and the Oregon Student Access Commission. (c) The transfer of any duties, functions and powers related to early learning from the Employment Department and the Department of Human Services to a state agency that has duties, functions and powers related to education. (d) The authority of and relationships between state agencies that have duties, functions and powers related to education, including the Oregon Education Investment Board, the Early Learning Council, the Youth Development Council, the Higher Education Coordinating Commission, the State Board of Education, the State Board of Higher Education, the Teacher Standards and Practices Commission and the Quality Education Commission. (4) When making the recommendations described in subsection (3) of this section, the task force shall explain how the recommendations: (a) Streamline the state infrastructure to make more resources available for teaching and learning; (b) Increase autonomy and flexibility for education providers; (c) Improve the state's ability to support and hold accountable education providers that do not achieve high student outcomes; (d) Establish clear lines of accountability and authority among state agencies; (e) Create better coordination among early learning, kindergarten through grade 12, higher education and other activities related to education; (f) Enable state agencies to continuously improve; and (g) Improve student outcomes and equity. (5) A majority of the voting members of the task force constitutes a quorum for the transaction of business. (6) Official action by the task force requires the approval of a majority of the voting members of the task force. (7) The task force shall elect one of its members to serve as chairperson. (8) If there is a vacancy for any cause, the appointing authority shall make an appointment to become immediately effective. (9) The task force shall meet at times and places specified by the call of the chairperson or of a majority of the voting members of the task force. (10) The task force may adopt rules necessary for the operation of the task force. (11) The task force shall submit a report in the manner provided by ORS 192.245, and may include recommendations for legislation, to the interim committees of the Legislative Assembly related to education no than October 1, 2014. (12) The office of the Governor shall provide staff support to the task force. (13) Notwithstanding ORS 171.072, members of the task force who are members of the Legislative Assembly are not entitled to mileage expenses or a per diem and serve as volunteers on the task force. Other members of the task force are not entitled to compensation or reimbursement for expenses and serve as volunteers on the task force. (14) All agencies of state government, as defined in ORS 174.111, are directed to assist the task force in the performance of its duties and, to the extent permitted by laws relating to confidentiality, to furnish such information and advice as the members of the task force consider necessary to perform their duties. + } SECTION 2. { + Section 1 of this 2013 Act is repealed on the date of the convening of the 2015 regular session of the Legislative Assembly as specified in ORS 171.010. + } SECTION 3. { + This 2013 Act being necessary for the immediate preservation of the public peace, health and safety, an emergency is declared to exist, and this 2013 Act takes effect on its passage. + } ----------
