                             SUMMARY

  Creates service delivery technical assistance program in
Governor's office to provide assistance to counties in fiscal
distress.
  Declares emergency, effective on passage.

                        A BILL FOR AN ACT
Relating to counties in fiscal distress; and declaring an
  emergency.
Be It Enacted by the People of the State of Oregon:
  SECTION 1.  { + (1) For purposes of providing assistance to
counties in fiscal distress, there is created in the Governor's
office a service delivery technical assistance program.
  (2) The service delivery technical assistance program shall:
  (a) Award, to public bodies as defined in ORS 174.109, and
administer grants for service delivery innovation.
  (b) Enter into agreements with public and private entities to
provide technical assistance to public bodies.
  (c) Convene task forces and work groups as deemed necessary by
the program to advance the purposes of this section. + }
  SECTION 2.  { + This 2013 Act being necessary for the immediate
preservation of the public peace, health and safety, an emergency
is declared to exist, and this 2013 Act takes effect on its
passage. + }
