76th OREGON LEGISLATIVE ASSEMBLY--2011 Regular Session Enrolled House Concurrent Resolution 34 Sponsored by Representatives OLSON, KOMP; Senator COURTNEY Whereas Woodburn Police Captain Thomas Paul Tennant was born February 20, 1957, to Paul and Florence Tennant, in Prineville; and Whereas in 1975 Captain Tennant graduated from Sprague High School in Salem and in 1979 earned his bachelor of science in social science from Western Oregon University in Monmouth; and Whereas Captain Tennant pursued his law enforcement career in early 1979 by serving the City of Hubbard and the City of Salem before moving to Woodburn and joining the Woodburn Police Department on September 8, 1980; and Whereas Captain Tennant was promoted to the rank of sergeant in July 1989 and attained the rank of captain on November 1, 2004; and Whereas Captain Tennant graduated from the FBI National Academy in December 1993; and Whereas Captain Tennant married Mary Jungwirth on October 15, 1983, and had three children, Becky, Jenny and Scott; and Whereas Captain Tennant was known for being a loyal family man and a wonderful father and husband whose greatest joys were his wife and children, and he took every opportunity to enjoy and support them; and Whereas Captain Tennant's family activities included volunteering at school and athletic events at St. Luke Catholic School, Woodburn High School and Blanchet High School and volunteering with the Woodburn Bulldog Foundation; and Whereas Captain Tennant was active in the Woodburn community and St. Luke Catholic Church and was a member of the Kiwanis and Knights of Columbus, with whom he worked on many service projects, including Oktoberfest and Mother's Day breakfasts; and Whereas Captain Tennant also participated in Love Santa and the American Cancer Society's Relay for Life; and Whereas Captain Tennant loved the outdoors and enjoyed many activities with his family and friends, including hunting, fishing, camping, swimming, hiking, boating and riding his all-terrain vehicle; and Whereas Captain Tennant was killed in the line of duty on December 12, 2008, at West Coast Bank in Woodburn while assisting Senior Trooper William Hakim of the Oregon State Police with a suspicious device that the officers believed to be a hoax; and Whereas the device detonated, killing both officers instantly; and Whereas Captain Tennant was a hardworking, dedicated officer who loved his job, enjoyed the people he worked with, was always ready to lend a helping hand and never said no to a request for help; now, therefore, Be It Resolved by the Legislative Assembly of the State of Oregon: Enrolled House Concurrent Resolution 34 (HCR 34-INTRO) Page 1 That we, the members of the Seventy-sixth Legislative Assembly, recognize and honor Captain Thomas Paul Tennant for his service to this state. ---------- Adopted by House June 1, 2011 ---------------------------------- Ramona Kenady Line, Chief Clerk of House ---------------------------------- Bruce Hanna, Speaker of House ---------------------------------- Arnie Roblan, Speaker of House Adopted by Senate June 15, 2011 ---------------------------------- Peter Courtney, President of Senate Enrolled House Concurrent Resolution 34 (HCR 34-INTRO) Page 2
