                             SUMMARY

brief statement of the essential features of the measure as
introduced.

  Provides that unlawful possession of controlled substance by
person under 21 years of age includes unlawful consumption of
controlled substance.
  Declares emergency, effective on passage.

                        A BILL FOR AN ACT
Relating to unlawful consumption of controlled substances; and
  declaring an emergency.
Be It Enacted by the People of the State of Oregon:
  SECTION 1.  { + Section 2 of this 2011 Act is added to and made
a part of ORS 475.840 to 475.980. + }
  SECTION 2.  { + For purposes of ORS 475.840, 475.854, 475.864,
475.874, 475.884 and 475.894, unlawful possession of a controlled
substance by a person under 21 years of age includes unlawful
consumption of the controlled substance. + }
  SECTION 3.  { + Section 2 of this 2011 Act applies to unlawful
consumption of a controlled substance on or after the effective
date of this 2011 Act. + }
  SECTION 4.  { + This 2011 Act being necessary for the immediate
preservation of the public peace, health and safety, an emergency
is declared to exist, and this 2011 Act takes effect on its
passage. + }
