                             SUMMARY

The following summary is not prepared by the sponsors of the

consideration by the Legislative Assembly. It is an editor's
brief statement of the essential features of the measure as
introduced.

  Requires State Department of Fish and Wildlife to conduct
certain review of wildlife management plans.
  Declares emergency, effective on passage.

                        A BILL FOR AN ACT
Relating to wildlife management plans; and declaring an
  emergency.
Be It Enacted by the People of the State of Oregon:
  SECTION 1.  { + On or before July 1, 2014, in the manner
required by section 2 of this 2013 Act, the State Department of
Fish and Wildlife shall review each wildlife management plan
adopted by the State Fish and Wildlife Commission. + }
  SECTION 2. { +  (1) At least once every five years, the State
Department of Fish and Wildlife shall review each wildlife
management plan adopted by the State Fish and Wildlife
Commission.  After completing the review, the department shall
submit proposed revisions of each plan to the commission for
consideration.
  (2) As part of the review required by subsection (1) of this
section, the department shall evaluate the scientific evidence
upon which each wildlife management plan is based. The department
shall hire recognized experts in fish and wildlife matters to
assist in the evaluation required by this subsection. + }
  SECTION 3. { +  Sections 1 and 2 of this 2013 Act apply to
wildlife management plans adopted by the State Fish and Wildlife
Commission before, on or after the effective date of this 2013
Act. + }
  SECTION 4.  { + This 2013 Act being necessary for the immediate
preservation of the public peace, health and safety, an emergency
is declared to exist, and this 2013 Act takes effect on its
passage. + }
