                             SUMMARY

The following summary is not prepared by the sponsors of the
measure and is not a part of the body thereof subject to
consideration by the Legislative Assembly. It is an editor's
brief statement of the essential features of the measure as
introduced.

  Directs Housing and Community Services Department to submit
report regarding status of current projects and programs that
promote housing stability for low-income individuals and families
in state.
  Requires submission of report to interim legislative committees
no later than January 1, 2014.
  Declares emergency, effective on passage.

                        A BILL FOR AN ACT
Relating to housing; and declaring an emergency.
Be It Enacted by the People of the State of Oregon:
  SECTION 1.  { + (1) No later than January 1, 2014, the Housing
and Community Services Department shall submit a report to the
interim legislative committees that have authority over the
subject area of housing. The report must include:
  (a) A summary of the status of current projects and programs
implemented and overseen by the department that promote the
stability of safe, affordable and readily available housing
options for low-income individuals and families in this state;
and
  (b) Information regarding opportunities and options that would
expand, enhance and further promote housing stability for
low-income individuals and families, including but not limited to
state and federal financial aid and technical assistance programs
and services.
  (2) When preparing the report, the department shall consult
with the United States Department of Housing and Urban
Development and local housing authorities under ORS 456.055 to
456.235. + }
  SECTION 2.  { + This 2013 Act being necessary for the immediate
preservation of the public peace, health and safety, an emergency
is declared to exist, and this 2013 Act takes effect on its
passage. + }
