                             SUMMARY

The following summary is not prepared by the sponsors of the
measure and is not a part of the body thereof subject to
consideration by the Legislative Assembly. It is an editor's
brief statement of the essential features of the measure as
introduced.

  Directs Oregon Business Development Department to submit report
related to former Troutdale sewage treatment plant, availability
of funds to decommission plant and how decommissioned plant could
be used to expand Oregon's economy and provide opportunities for
economic development.
  Requires submission of report to interim legislative committees
no later than January 1, 2014.
  Declares emergency, effective on passage.

                        A BILL FOR AN ACT
Relating to Troutdale sewage treatment plant; and declaring an
  emergency.
Be It Enacted by the People of the State of Oregon:
  SECTION 1.  { + (1) No later than January 1, 2014, the Oregon
Business Development Department shall submit a report to the
interim legislative committees that have authority over the
subject area of economic development. The report must include:
  (a) A summary of the current status of the former Troutdale
sewage treatment plant;
  (b) Identified sources of funding to decommission the plant,
including but not limited to the availability of grants and loans
from the Oregon Coalition Brownfields Cleanup Fund under ORS
285A.190; and
  (c) A plan describing how the plant could be decommissioned and
used to expand Oregon's economy and provide opportunities for
economic development.
  (2) When preparing the report, the Oregon Business Development
Department shall consult with the Department of Environmental
Quality. + }
  SECTION 2.  { + This 2013 Act being necessary for the immediate
preservation of the public peace, health and safety, an emergency
is declared to exist, and this 2013 Act takes effect on its
passage. + }
