                             SUMMARY

brief statement of the essential features of the measure as
introduced.

  Invalidates federal firearm laws in State of Oregon.
  Declares emergency, effective on passage.

                        A BILL FOR AN ACT
Relating to federal firearm laws; creating new provisions; and
  declaring an emergency.
  Whereas the Second Amendment to the United States Constitution
provides that 'A well regulated Militia, being necessary to the
security of a free State, the right of the people to keep and
bear Arms, shall not be infringed'; and
  Whereas the Seventy-seventh Legislative Assembly finds that all
federal acts, laws, orders, rules or regulations relating to
firearms are a violation of the Second Amendment to the United
States Constitution; and
  Whereas the Seventy-seventh Legislative Assembly finds that all
federal acts, laws, orders, rules or regulations relating to
firearms violate the true meaning and intent of the Second
Amendment of the United States Constitution as given by its
founders and ratifiers; now, therefore,
Be It Enacted by the People of the State of Oregon:
  SECTION 1.(1)  { + All federal acts, laws, orders, rules and
regulations relating to firearms are invalid and may not be
enforced in the State of Oregon.
  (2) The Legislative Assembly shall adopt all measures necessary
to prevent the enforcement of any federal act, law, order, rule
or regulation of firearms. + }
  SECTION 2. { +  Section 1 of this 2013 Act applies to federal
acts, laws, orders, rules and regulations relating to firearms
effective before, on or after the effective date of this 2013
Act. + }
  SECTION 3.  { + This 2013 Act being necessary for the immediate
preservation of the public peace, health and safety, an emergency
is declared to exist, and this 2013 Act takes effect on its
passage. + }
