77th OREGON LEGISLATIVE ASSEMBLY--2013 Regular Session Enrolled House Bill 2912 Sponsored by Representatives DEMBROW, REARDON, Senator ROSENBAUM; Representatives BARNHART, BARTON, DOHERTY, GALLEGOS, HOLVEY, HUFFMAN, JOHNSON, NATHANSON, Senators BEYER, HASS CHAPTER ................ AN ACT Relating to career and technical education; creating new provisions; amending ORS 344.125; appropriating money; and declaring an emergency. Whereas career and technical education provides a clear and proven path to student success in school and, subsequently, in work; and Whereas the Seventy-sixth Legislative Assembly recognized the need for a renewed commitment to career and technical education through its overwhelming, bipartisan support for the establishment of the Career and Technical Education Revitalization Grant Program by chapter 682, Oregon Laws 2011; and Whereas federal law requires high schools and community colleges to maintain industry advisory committees for their technical education programs; and Whereas high school and community college career and technical education advisory committees serve a critical role in fostering seamless transitions to college and careers and develop relevant, in-demand technical skills for students; and Whereas it is important that these advisory committees include, when appropriate, representatives of business, industry, organized labor, education and economic development; and Whereas having joint high school and community college advisory committees would make more effective use of resources and volunteer advisors, would create clearer articulation and pathways between high school programs and college programs, would ensure that current industry workforce needs are being met and curriculum is kept current, and would increase opportunities for internships and apprenticeships for students in the programs, leading to greater employment in the region; and Whereas few regions are currently using joint advisory boards for the high schools and community colleges in the region; now, therefore, Be It Enacted by the People of the State of Oregon: SECTION 1. ORS 344.125 is amended to read: 344.125. (1) Representatives from the Department of Education, the Department of Community Colleges and Workforce Development and the Bureau of Labor and Industries shall meet at least four times each year for the purpose of promoting collaboration Enrolled House Bill 2912 (HB 2912-B) Page 1 between the agencies on issues related to career and technical education. (2) Issues to be addressed by the agencies shall include the development and implementation of long-term goals that: (a) Ensure that career and technical education programs are available at the public schools of this state, are founded on partnerships with business and industry and receive appropriate investments of time, money and other resources. (b) Develop regional centers { - of - } { + that establish any appropriate + }partnerships between public schools, community colleges, { - state institutions of higher education - } { + public universities + }, businesses, unions and other entities and { + that + } ensure that every student of this state has access to a regional center in person or online. { + (c) Encourage the establishment of joint high school and community college advisory committees that may include representatives of public schools, community colleges, public universities, businesses and unions to: (A) Make more effective use of resources; (B) Promote articulation and pathways between high school programs and post-secondary school programs; (C) Ensure that current industry workforce needs are considered and that curriculum is kept current with state standards; and (D) Increase opportunities for internships, apprenticeships and other opportunities that may lead to employment in the region. (d) Address academic requirements and regulatory barriers that inhibit successful movement of students in career and technical education from high schools to post-secondary school programs and the workforce. + } { - (c) - } { + (e) + } Implement accelerated college credit programs that allow students to move seamlessly from public schools to post-secondary education or training to the workforce. { - (d) - } { + (f) + } Increase professional development opportunities for teachers and learning opportunities for students through industry mentorships, internships, summer programs, after-school programs and career-based student leadership opportunities. { - (e) - } { + (g) + } Establish partnerships between public and private entities for the purpose of educating students, parents, teachers, school advisors, policymakers and the general public about the benefits and opportunities related to career and technical education. (3) The agencies identified in subsection (1) of this section shall make a joint report { + by December 31 of + } each year to the appropriate legislative committees concerning progress on the development and implementation of the goals described in subsection (2) of this section and may submit recommendations for legislation that will promote opportunities related to career and technical education. SECTION 2. { + (1) The Career and Technical Student Organization Grant Program is established within the Department of Education. (2) The department shall award grants each fiscal year to: (a) School districts for the purpose of funding career and technical student organizations that have been approved by the department; and (b) Nonprofit entities that support career and technical student organizations that have been approved by the department. Enrolled House Bill 2912 (HB 2912-B) Page 2 (3)(a) Grants received under this section must be used for expenses associated with participation in career and technical student organizations. (b) Grants received by a school district under this section may be used to provide: (A) Administrative support to schools who participate in career and technical student organizations; and (B) Additional compensation and professional development to teachers who are advisors for career and technical student organizations or who otherwise contribute to career and technical student organizations. (4) Any school district may apply for a grant under this section. When awarding grants to a school district under this section, the department may give priority to school districts that are new participants in one or more career and technical student organizations. (5) The State Board of Education may adopt any rules necessary for the implementation of this section. (6) The department may pay the expenses incurred by the department in administering this section out of moneys that are available to the department for purposes of awarding grants under this section. For each fiscal year, the department may spend on administrative expenses an amount that does not exceed five percent of the total amount of moneys available to the department during the fiscal year for purposes of awarding grants under this section. + } SECTION 3. { + Notwithstanding any other provision of law, the General Fund appropriation made to the Department of Education for operations by section 1 (1), chapter ___, Oregon Laws 2013 (Enrolled Senate Bill 5518), for the biennium beginning July 1, 2013, is increased by $239,770. + } SECTION 4. { + Notwithstanding any other provision of law, the General Fund appropriation made to the Department of Education to be distributed as grants-in-aid, for program costs and to purchase services under section 2 (6), chapter ___, Oregon Laws 2013 (Enrolled Senate Bill 5518), for the biennium beginning July 1, 2013, is increased by $500,000, which may be expended for the purpose of awarding grants under the Career and Technical Student Organization Grant Program established by section 2 of this 2013 Act. + } SECTION 5. { + This 2013 Act being necessary for the immediate preservation of the public peace, health and safety, an emergency is declared to exist, and this 2013 Act takes effect July 1, 2013. + } ---------- Enrolled House Bill 2912 (HB 2912-B) Page 3 Passed by House July 1, 2013 .............................................................
