77th OREGON LEGISLATIVE ASSEMBLY--2013 Regular Session HA to HB 2620 LC 2814/HB 2620-1 HOUSE AMENDMENTS TO HOUSE BILL 2620 By COMMITTEE ON CONSUMER PROTECTION AND GOVERNMENT EFFICIENCY April 17 Delete lines 4 through 22 of the printed bill and insert: ' { + SECTION 1. + } { + (1) The Legislative Assembly finds that regional and community based problem solving requires that state agencies: ' (a) Work more collaboratively and in an integrated fashion with local governments, businesses and nonprofit corporations at the regional and community level. ' (b) Align state investments and technical assistance with priorities established at the regional and community level. ' (c) Maximize state services that are delivered at the regional and community level. ' (d) Minimize expenditures that do not provide direct services to Oregonians. ' (e) Use regional solution centers and regional solution teams to: ' (A) Support regional and community based mechanisms that integrate state and local resources and services; and ' (B) Engage private partners in problem solving. ' (f) Identify reforms that will advance the goals of reducing duplication, the fragmentation of functions and costs to communities. ' (g) Utilize principles developed by state agencies to improve service delivery within available resources and in an innovative fashion. ' (2) The Governor, in coordination with the Director of the Oregon Department of Administrative Services, shall develop a plan to align state economic and community development programs with regional and community based development programs. The plan must propose changes in state programs that promote regional and community based problem solving as described in subsection (1) of this section while preserving state program objectives and the delivery of services by those programs. ' (3) The plan required under subsection (2) of this section is not subject to the rulemaking requirements of ORS chapter 183, but the Governor shall provide an opportunity for public review and engagement in developing the plan. The plan shall be submitted to the Seventy-seventh Legislative Assembly for consideration during the 2014 regular session. ' (4) The Governor shall ensure that representatives of natural resource agencies participate in regional solution teams and are available at regional solution centers provided for in subsection (1)(e) of this section to the maximum extent possible. + } ' . ----------
