SUMMARY The following summary is not prepared by the sponsors of the measure and is not a part of the body thereof subject to consideration by the Legislative Assembly. It is an editor's brief statement of the essential features of the measure as introduced. Directs Oregon State Capitol Foundation to undertake fund-raising and commissioning of statue of Mark Odom Hatfield, to be placed in National Statuary Hall in United States Capitol. Directs Legislative Administrator to request Architect of Capitol to seek approval of Joint Committee on Library of Congress for replacement of statue of Jason Lee with statue of Mark Odom Hatfield. Directs foundation to provide for return of Jason Lee statue to suitable location in Salem. Declares emergency, effective on passage. A BILL FOR AN ACT Relating to placement of statues in National Statuary Hall; and declaring an emergency. Whereas, by Act of Congress, each state is invited to provide and furnish statues, not exceeding two in number, of deceased persons who have been citizens of the state and who were illustrious for their historic renown or for their distinguished civic or military service, such that the state determines them to be worthy of national commemoration in National Statuary Hall in the United States Capitol; and Whereas the State of Oregon has had one citizen, Mark Odom Hatfield, who stands alone in the history of this state in the achievement of a distinguished career in public service; and Whereas Mark Odom Hatfield served for four years as an Oregon State Representative, two years as an Oregon State Senator, two years as Oregon Secretary of State, eight years as the Governor of Oregon and 30 years as a United States Senator from Oregon; and Whereas, throughout his career in public service, Mark Odom Hatfield earned a reputation for honesty, integrity and intelligence; and Whereas, throughout his career in public service, Mark Odom Hatfield made a positive difference for citizens in every county in Oregon and is eminently worthy of national commemoration in National Statuary Hall; and Whereas, the State of Oregon in years past did provide for the placing of two statues of distinguished citizens of Oregon in National Statuary Hall; and Whereas one of these statues is of Jason Lee, a man who was a leader in the organization of the territorial government of Oregon and who was the founder of Willamette University; and Whereas Jason Lee can best be honored by relocating his statue in a place of honor in or near the Capitol of the State of Oregon, where it may be enjoyed by citizens and visitors; and Whereas the people of the State of Oregon wish to furnish a statue of Mark Odom Hatfield for placement in National Statuary Hall in accordance with the terms of this 2013 Act; now, therefore, Be It Enacted by the People of the State of Oregon: SECTION 1. { + (1) In addition to its other duties under ORS 173.500 or otherwise, the Oregon State Capitol Foundation, in consultation with the Oregon Historical Society, shall solicit donations and undertake a fund-raising campaign to raise moneys for: (a) The selection of a sculptor and the commissioning of a design and the production of a sculpture of Mark Odom Hatfield, including the creation of a pedestal and any desired inscription; (b) The transportation of the statue and pedestal to the United States Capitol; (c) The temporary display of the statue in the Rotunda of the United States Capitol during any unveiling ceremony to be held; (d) Other costs associated with the unveiling ceremony; (e) The costs of removal of the statue of Jason Lee from National Statuary Hall in the United States Capitol, transportation of the Jason Lee statue to Salem, Oregon, and installation of the Jason Lee statue at a suitable location identified by the foundation after consultation with the historical society; and (f) Any other expenses the foundation incurs in implementing this section. (2) Upon enactment of this 2013 Act, the Legislative Administrator shall: (a) Facilitate meetings of the foundation for the purpose of undertaking the duties described in subsection (1) of this section; (b) Within six months following enactment of this 2013 Act, write to the Architect of the Capitol apprising the architect of the interest of the State of Oregon in replacing the statue of Jason Lee in National Statuary Hall of the United States Capitol with a statue of Mark Odom Hatfield and requesting the architect to seek the approval of the Joint Committee on the Library of Congress for the statue replacement; and (c) Convey all information received from the Architect of the Capitol about the statue replacement project to the foundation and the Governor or the Governor's designee. (3) As soon as is practicable after the date on which the foundation determines that it has obtained sufficient funding to undertake the project described in subsection (1) of this section, the foundation shall seek proposals from qualified sculptors and direct the Legislative Administrator to undertake whatever other measures are necessary to complete the project described in subsection (1) of this section. The foundation and the administrator shall follow the direction of the Architect of the Capitol in completing the project described in subsection (1) of this section. + } SECTION 2. { + This 2013 Act being necessary for the immediate preservation of the public peace, health and safety, an emergency is declared to exist, and this 2013 Act takes effect on its passage. + } ----------
