Eliminates fees and court costs associated with juvenile delinquency matters. Eliminates fees and court costs associated with juvenile delinquency matters. Provides for appointment of court-appointed counsel at state expense in all juvenile delinquency matters. Removes parental support obligation for youths, youth offenders or young persons in state custody.
