Establishes Oregon Disaster Response Assistance Matching Fund. Establishes Oregon Disaster Response Assistance Matching Fund. Provides that moneys in fund may be used to issue grants to local governments to make matching contributions necessary to access federal aid or to assist or support disaster response efforts.
