A BILL
To establish the Veterans Home Task Force.1


BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF OHIO:

       Section 1. (A) The Veterans Home Task Force shall review the 2
recommendations of the United States Department of Veterans 3
Affairs regarding the establishment of two additional veterans 4
homes in the state. The task force shall prepare and deliver a 5
report of its findings and recommendations to the General 6
Assembly, in the manner described in section 101.68 of the Revised 7
Code, and to the Governor, not later than December 31, 2013. Upon 8
completing delivery of its report, the task force shall cease to 9
exist.10

        (B) There is the Veterans Home Task Force. The task force 11
shall consist of the following members:12

        (1) Three members who are members of a county veterans 13
service commission, appointed by the Governor;14

        (2) Three county commissioners, to be appointed by the 15
Speaker of the House of Representatives;16

        (3) Three members with expertise and experience in the field 17
of Medicaid, appointed by the President of the Senate;18

        (4) Three veterans, appointed by the Governor;19

        (5) Two members of the Senate, one appointed by the President 20
of the Senate and the other appointed by the Minority Leader of 21
the Senate;22

        (6) Two members of the House of Representatives, one 23
appointed by the Speaker of the House of Representatives and the 24
other appointed by the Minority Leader of the House of 25
Representatives.26

        Members shall be appointed not later than thirty days after 27
the effective date of this section. The Governor shall select a 28
chairperson of the task force from among the members of the task 29
force.30

        The task force shall convene within sixty days after the 31
effective date of this section as summoned by the chairperson of 32
the task force. No action shall be taken by the task force without 33
the concurrence of nine members.34

        A vacancy on the task force shall be filled in the same 35
manner as the original appointment.36

        Members of the task force are not entitled to compensation 37
for serving on the task force. (A member may continue to receive 38
the compensation applying to the member's regular employment.) 39
Members of the task force are entitled to reimbursement of actual 40
and necessary expenses they incur because of their service on the 41
task force.42
