        AN ACT to amend the state finance law, in relation to requiring  certain
          agreements  be included in the synopsis of requests for appropriations
          for the state budget

          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:

     1    Section  1. Section 22-a of the state finance law, as added by chapter
     2  762 of the laws of 1992, is amended to read as follows:
     3    § 22-a. Synopsis of requests for appropriations; submittal  by  budget
     4  director. The director of the budget shall, within thirty days following
     5  receipt  of the requested appropriations pursuant to the first paragraph
     6  of section one of article seven  of  the  constitution,  submit  to  the
     7  chairs  of  the assembly ways and means committee and the senate finance
     8  committee a synopsis of such requests, including but not limited to: (a)
     9  a schedule of appropriations requested as compared to  the  prior  year,
    10  (b)  a  brief  description  of  the department's, division's or office's
    11  priorities for receiving funding, [and] (c) a discussion of major chang-
    12  es or initiatives recommended for the ensuing fiscal year, and  (d)  all
    13  written  agreements between the governor and the legislature that relate
    14  to any budget appropriations, such  written  agreements  shall  also  be
    15  published on the public website of the division of the budget.
    16    § 2. This act shall take effect immediately.
