        Introduced  by  Sen.  PARKER -- read twice and ordered printed, and when
          printed to be committed to the Committee on Mental Health

        AN ACT to amend the mental hygiene law,  in  relation  to  replacing  an
          instance of the office of alcoholism and substance abuse services with
          the  office  of  addiction services and supports; and to amend chapter
          378 of the laws of 2019 relating to creating a public education initi-
          ative designed to eliminate stigma  and  misinformation  about  mental
          illness  and substance use among military service members, in relation
          to the effectiveness thereof

          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:

     1    Section  1. Subdivision (l) of section 7.09 of the mental hygiene law,
     2  as added by chapter 378 of the laws of  2019,  is  amended  to  read  as
     3  follows:
     4    (l)  Notwithstanding  any  general or special law to the contrary, the
     5  commissioner, in conjunction with the commissioner of  [alcoholism]  the
     6  office of addiction services and [substance abuse services] supports and
     7  the  director  of  the  division  of  veterans' services shall develop a
     8  public education initiative designed to eliminate stigma and misinforma-
     9  tion about mental illness  and  substance  use  among  service  members,
    10  veterans,  and their families, improve their understanding of mental and
    11  substance use disorders and the existence of  effective  treatment,  and
    12  provide  information  regarding  available  resources  and how to access
    13  them. These public education initiatives may  include  the  use  of  the
    14  internet, including the use of social networking sites.
    15    § 2. Section 2 of chapter 378 of the laws of 2019 relating to creating
    16  a public education initiative designed to eliminate stigma and misinfor-
    17  mation  about  mental  illness  and substance use among military service
    18  members, is amended to read as follows:
    19    § 2. This act shall take effect immediately [and shall expire on  June
    20  30,  2022 when upon such date the provisions of this act shall be deemed
    21  repealed].
    22    § 3. This act shall take effect immediately.
