        Introduced by Sen. SEPULVEDA -- read twice and ordered printed, and when
          printed to be committed to the Committee on Finance
        AN  ACT  establishing  a  commission to examine the impact of autonomous
          tractor trailer technology on the jobs of  truck  drivers  and  diesel
          mechanics;  and providing for the repeal of such provisions upon expi-
          ration thereof
          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:
     1    Section  1.  Short  title. This act shall be known and may be cited as
     2  the "Save our Jobs act of 2018".
     3    § 2. 1. Establishment. A commission is hereby established to be  known
     4  as  "tractor trailer operator and diesel mechanic retraining and employ-
     5  ment commission". This commission shall review the impact of the prolif-
     6  eration of autonomous tractor trailers on current tractor trailer opera-
     7  tors and the proliferation  of  alternative  fuel  tractor  trailers  on
     8  diesel mechanic labor force.
     9    2.  Membership.  Such commission shall consist of fifteen individuals,
    10  which shall be appointed as follows:
    11    a. seven members shall be appointed by the governor;
    12    b. three members shall be appointed by the senate majority leader;
    13    c. one member shall be appointed by the senate minority leader;
    14    d. three members shall be appointed by the speaker  of  the  assembly;
    15  and
    16    e. one member shall be appointed by the assembly minority leader.
    17    3.  Reports.  a.  The  commission  must report to the governor and the
    18  legislature their findings on how autonomous tractor  trailer  technolo-
    19  gies  will  impact  the  current  workforce  of truck drivers and diesel
    20  mechanics no later than February 15, 2019. This  report  shall  include,
    21  but shall not be limited to, calculations of:
    22    i.  the loss of income to tractor trailer operators and diesel mechan-
    23  ics;
    24    ii. the impact  of  such  losses  to  linked  companies  that  provide
    25  services  and  equipment to tractor trailer operators and diesel mechan-
    26  ics;

     1    iii. the impact of such  losses  on  the  NYS  unemployment  insurance
     2  program; and
     3    iv.  social  and health care costs created by the dislocation of these
     4  workers from their current high paying jobs.
     5    b. The commission shall put forward  a  list  of  recommendations  and
     6  submit  the  same to the governor and legislature no later than February
     7  15, 2019.  This list shall include, but not be limited  to,  recommenda-
     8  tions regarding:
     9    i.  which  steps  the New York state government should take to address
    10  the loss of these high paying jobs as the technology proliferates;
    11    ii. what steps state agencies should take to provide job training  and
    12  retraining opportunities for the affected workforce;
    13    iii. which financial resources need to be made available to assist the
    14  affected workforce in furthering their education, job retraining and job
    15  placement; and
    16    iv.  options  to be developed or expanded to assist the affected work-
    17  force with accessing health insurance once they have  lost  their  well-
    18  paying jobs.
    19    c.  Upon  submission  of such reports to the governor and legislature,
    20  the commission shall be dissolved.
    21    § 3. This act shall take effect immediately and shall  expire  and  be
    22  deemed repealed one year after such date.
