        Introduced  by  Sens.  CHU,  CLEARE,  HELMING, JACKSON, MURRAY, PALUMBO,
          RHOADS -- read twice and ordered  printed,  and  when  printed  to  be
          committed  to the Committee on Libraries -- committee discharged, bill
          amended, ordered reprinted as amended and recommitted to said  commit-
          tee

        AN  ACT to amend the education law, in relation to the library materials
          factor

          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:

     1    Section  1.  Subdivision  3  of  section  711 of the education law, as
     2  amended by section 7 of part B of chapter 57 of the  laws  of  2007,  is
     3  amended to read as follows:
     4    3.  No  school  district  shall  be  required to purchase or otherwise
     5  acquire school library materials, the cost  of  which  shall  exceed  an
     6  amount  equal  to  the library materials factor multiplied by the sum of
     7  the public school district enrollment and the nonpublic  school  enroll-
     8  ment in the base year as defined in subparagraphs two and three of para-
     9  graph  n  of  subdivision  one of section thirty-six hundred two of this
    10  chapter. For aid payable in the nineteen hundred  ninety-eight--nineteen
    11  hundred  ninety-nine  school year, the library materials factor shall be
    12  four dollars. For aid payable in the two  thousand  seven--two  thousand
    13  eight  school year and thereafter, the library materials factor shall be
    14  six dollars and twenty-five cents. For aid payable in the  two  thousand
    15  twenty-five--two  thousand twenty-six school year, the library materials
    16  factor shall be eleven dollars, and the library materials  factor  shall
    17  be  adjusted annually to reflect the percentage increase in the consumer
    18  price index as defined by paragraph hh of  subdivision  one  of  section
    19  thirty-six hundred two of this chapter.
    20    § 2. This act shall take effect immediately.
