        AN ACT in relation to authorizing and directing the department of health
          to update the report entitled "New York  State  Department  of  Health
          Building Resilience Against Climate Effects (BRACE) in New York State"

          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:

     1    Section 1. The department of health  is  authorized  and  directed  to
     2  update  the climate and health profile set forth in the June 2015 report
     3  entitled "New  York  State  Department  of  Health  Building  Resilience
     4  Against  Climate  Effects  (BRACE) in New York State". Such update shall
     5  include, but not be limited to, the following New York state climate-re-
     6  lated public health issues:
     7    a. health vulnerability indicators;
     8    b. disease burden projection tools;
     9    c. an expansion of vector borne disease vulnerability, including,  but
    10  not limited to, vulnerability to COVID-19; and
    11    d.  any other climate-related public health issue the department deems
    12  appropriate to include or expand upon in such report update.
    13    § 2. The department of health shall seek funding for the BRACE  report
    14  update  from the federal center for disease control and any other source
    15  that provided funding for the initial report.
    16    § 3. The updated BRACE report shall  be  used  by  the  department  of
    17  health and any other state agency with appropriate expertise and author-
    18  ity in matters relating to public health and/or climate effects in order
    19  to advance public health initiatives of the state following the COVID-19
    20  pandemic.
    21    §  4.  On  or  before one year after the effective date of this act, a
    22  draft copy of the updated BRACE report shall be circulated  to  agencies
    23  throughout the state for comment and recommendations.
    24    §  5.  On  or  before one year after the effective date of this act, a
    25  draft copy of the updated BRACE report shall be submitted  to  New  York
    26  state climate action council established by section 75-0103 of the envi-
    27  ronmental  conservation  law. Such council shall comment and make recom-

     1  mendations the council deems appropriate to help achieve  the  statewide
     2  greenhouse  gas  emissions  limits  and  clean energy goals set forth in
     3  article 75 of the environmental conservation law.
     4    §  6.  On  or before two years after the effective date of this act, a
     5  copy of the final updated BRACE report shall be submitted to the  gover-
     6  nor,  the  legislature,  the  New  York state climate action council and
     7  agencies throughout the state, and shall be made available on the  offi-
     8  cial website of the department of health.
     9    § 7. This act shall take effect immediately.
