        Introduced  by  Sen.  KAPLAN -- read twice and ordered printed, and when
          printed to be committed to the Committee on Transportation

        AN ACT to amend chapter 802 of the laws of 1947, relating to  facilitat-
          ing the financing and effectuation of air terminals by the Port of New
          York  Authority,  in  relation  to information concerning services for
          human trafficking victims in Port Authority airports

          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:

     1    Section  1. Chapter 802 of the laws of 1947, relating to the financing
     2  and effectuation of air terminals by the Port of New York Authority,  is
     3  amended by adding a new section 4-b to read as follows:
     4    §  4-b.  Information concerning services for human trafficking victims
     5  in Port Authority airports. 1. Any airport maintained or operated by the
     6  Port Authority shall make available in plain view and in  a  conspicuous
     7  place  and  manner  in  the public restrooms, informational cards and/or
     8  signs developed by:
     9    (a) the office of temporary and disability assistance in  consultation
    10  with the New York state interagency task force on human trafficking; or
    11    (b) the United States Department of Homeland Security.
    12    2.  All  informational  cards and signs shall only contain information
    13  concerning services for human trafficking victims and shall  prominently
    14  include the national human trafficking hotline telephone number.
    15    §  2.  This  act  shall take effect on the sixtieth day after it shall
    16  have become a law; provided, however that this  act  shall  take  effect
    17  upon  the  enactment  into law by the state of New Jersey of legislation
    18  having an identical effect with this act, but if the state of New Jersey
    19  shall have already enacted such legislation, this act shall take  effect
    20  immediately;  provided  that  the  chairman of the port authority of New
    21  Jersey shall notify the Legislative Bill Drafting  Commission  upon  the
    22  occurrence  of  the enactment of the legislation provided for in section
    23  one of this act in order that the commission may  maintain  an  accurate
    24  and  timely  effective  database of the official text of the laws of the
    25  state of New York in  furtherance  of  effectuating  the  provisions  of
    26  section  44  of the legislative law and section 70-b of the public offi-
    27  cers law.
