SKOUFIS -- read twice and ordered printed, and when printed to be committed to the Committee on Energy and Telecommuni- cations AN ACT to amend the public authorities law, in relation to directing the New York state energy research and development authority to study and make recommendations regarding siting renewable energy resources at decommissioned or dormant electric generating sites; and directs the New York state energy research and development authority to issue a request for proposal in support of a renewable energy project at a dormant electric generating site The People of the State of New York, represented in Senate and Assem- bly, do enact as follows: 1 Section 1. The public authorities law is amended by adding a new 2 section 1884 to read as follows: 3 § 1884. Report; energy storage at decommissioned or dormant electric 4 generating sites. 1. For the purposes of this section: 5 (a) "renewable energy resources" shall mean resources that generate 6 electricity or thermal energy through the use of the following technolo- 7 gies: solar thermal, photovoltaics, on land and offshore wind, hydro- 8 electric, geothermal electric, geothermal ground source heat, tidal 9 energy, wave energy, ocean thermal, and fuel cells. 10 (b) "energy storage" shall mean systems that store electricity, that 11 was generated by renewable energy resources, through mechanical, chemi- 12 cal, or thermal processes for use at a later time. 13 2. (a) The authority is hereby directed to prepare a report, in 14 consultation with the public service commission and empire state devel- 15 opment corporation, containing recommendations regarding siting renewa- 16 ble energy resources and energy storage at decommissioned or dormant 17 electric generating sites. 18 (b) The report shall include, but not be limited to: 19 (i) a survey of decommissioned or dormant electric generating sites in 20 the state; 21 (ii) an identification of renewable energy development opportunities 22 at decommissioned or dormant electric generating sites; EXPLANATION--Matter in italics (underscored) is new; matter in brackets [] is old law to be omitted. LBD15109-02-0S. 7952 2 1 (iii) an assessment of the economic impacts on affected communities of 2 repowering dormant electric generating sites with renewable energy, 3 including impacts to the local tax base and local employment; 4 (iv) an assessment of the impacts on electric system reliability; 5 (v) an assessment of the siting process in converting brownfield 6 locations to renewable energy resource and energy storage projects, 7 including a review of the applicable state and local laws; and 8 (vi) recommendations to further develop renewable energy resources and 9 energy storage projects at decommissioned or dormant electric generating 10 sites. 11 3. The authority shall submit the report required pursuant to subdivi- 12 sion two of this section to the governor, the temporary president of the 13 senate and the speaker of the assembly within one year of the effective 14 date of this section. 15 § 2. The New York state energy research and development authority is 16 directed to establish the "repowering with renewable energy" program to 17 develop renewable energy resources and energy storage at decommissioned 18 and dormant electric generating facilities. 19 1. After the completion of the report established pursuant to subdivi- 20 sion two of section 1884 of the public authorities law, the authority 21 shall issue a request for proposal through the New York green bank for a 22 repowering with renewable energy project at the Lovett Power Plant in 23 Rockland county (Lovett). Such solicitation shall leverage existing 24 state programs to attract competitive private investment in the program. 25 2. After the selection of a successful bid for the repowering with 26 renewable energy project at Lovett, the authority shall, as appropriate, 27 open solicitations for additional repowering projects in the state. 28 § 3. This act shall take effect immediately.
