STATE OF NEW YORK ________________________________________________________________________ 7830 IN SENATE May 13, 2016 ___________ Introduced by Sen. FUNKE -- read twice and ordered printed, and when printed to be committed to the Committee on Higher Education AN ACT to amend the education law, in relation to establishing a common articulation policy at the state and city university systems for granting college credit bearing coursework based upon successful performance on standardized exams completed by high school students The People of the State of New York, represented in Senate and Assem- bly, do enact as follows: 1 Section 1. Subdivision 2 of section 355 of the education law is 2 amended by adding a new paragraph h-1 to read as follows: 3 h-1. The board of trustees shall establish a consistent and evidence- 4 based policy for accepting and granting college credit for college level 5 performance based upon passing scores on standardized exams taken by 6 students while in high school. The policy shall be adopted and imple- 7 mented for students enrolling in any state university campus, effective 8 for the two thousand seventeen--two thousand eighteen academic year and 9 thereafter. 10 (1) The policy shall be developed based on the findings of a study 11 that include: 12 (A) in consultation with the system's institutions, student advisory 13 groups and other interested parties, the trustees will review findings 14 and academic performance data for students successfully passing one or 15 more advanced placement exams prior to enrolling in a state university 16 college; 17 (B) measures of academic performance, retention rates, and graduation 18 rates of students who complete a lower-division course at the state 19 university's institutions of higher education compared to students who 20 receive credit for a comparable college course, disaggregated by score, 21 based upon advanced placement examinations; 22 (C) each institution in the state university system shall submit to 23 the board of trustees the data requested for the purpose of completing 24 this study in a timely manner. 25 (2) Not later than January first, two thousand seventeen, the board 26 shall establish a consistent policy, based on the findings of the study EXPLANATION--Matter in italics (underscored) is new; matter in brackets [] is old law to be omitted. Section 6206 of the education law is amended by adding a new 5 subdivision 19 to read as follows: 6 19. The board of trustees shall establish a consistent and evidence- 7 based policy for accepting and granting college credit for successful 8 performance on college level standardized exams taken by students while 9 in high school. The policy shall be adopted and implemented for students 10 enrolling in any city university campus effective for the two thousand 11 seventeen--two thousand eighteen academic year and thereafter. 12 a. The policy shall be developed based on the findings of a study that 13 includes: 14 (1) in consultation with the system's institutions, student advisory 15 groups and other interested parties, the trustees will review findings 16 and academic performance data for students successfully passing one or 17 more advanced placement exams prior to enrolling in a city university 18 college; 19 (2) measures of academic performance, retention rates, and graduation 20 rates of students who complete a lower-division course at the city 21 university's institutions of higher education compared to students who 22 receive credit for a comparable college course, disaggregated by score, 23 based upon advanced placement examinations; 24 (3) each institution in the city university system shall submit to the 25 board of trustees the data requested for the purpose of completing this 26 study in a timely manner. 27 b. Not later than January first, two thousand seventeen, the board 28 shall establish a consistent policy, based on the findings of the study 29 required by this subdivision, for granting college credit established by 30 evidence of passing scores on standardized college level exams completed 31 in high school. 32 § 3. This act shall take effect immediately.
