          when printed to be committed to the Committee on Rules

        AN ACT to amend the vehicle and traffic law, in  relation  to  requiring
          limited use motorcycles to be registered at point of sale

          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:

     1    Section 1. Section 2261 of the vehicle and traffic law is  amended  by
     2  adding a new subdivision 6 to read as follows:
     3    6.  Registration  at  time  of  sale. Every limited use motorcycle, as
     4  defined by section one hundred twenty-one-b of this chapter, sold  by  a
     5  dealer  shall  be  registered  at the time of sale of such vehicle. Such
     6  registration shall be valid until the thirty-first day of August follow-
     7  ing the date of such sale;  provided,  however,  that  any  limited  use
     8  motorcycle  sold after April first of each year shall be issued a regis-
     9  tration valid until the thirty-first day of August in the year following
    10  that in which the limited use motorcycle is sold. Any limited use motor-
    11  cycle purchased for use exclusively outside of the  state  of  New  York
    12  shall not require registration at the time of purchase, and the purchas-
    13  er of such limited use motorcycles shall sign a declaration, provided by
    14  the dealer, which shall state that such purchaser understands the condi-
    15  tions  under  which  a limited use motorcycle must be registered and the
    16  penalty for violation  of  such  registration  provisions.  Each  signed
    17  declaration  shall  be forwarded by the dealer to the commissioner.  The
    18  form of such declaration shall be provided by the commissioner  to  each
    19  dealer.
    20    §  2.  This  act shall take effect on the thirtieth day after it shall
    21  have become a law.
