        Introduced  by  Sen.  HANNON -- read twice and ordered printed, and when
          printed to be committed to the Committee on Rules
        AN ACT to amend part E of chapter 57 of the laws of 2017 relating to the
          effective date of certain provisions thereof, as proposed in  legisla-
          tive  bills numbers S. 5544 and A. 7216, in relation to the effective-
          ness thereof
          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:
     1    Section  1.  Section  7  of  part E of chapter 57 of the laws of 2017,
     2  amending the social services law relating to fiscal intermediary certif-
     3  ication under the consumer  directed  personal  assistance  program,  as
     4  amended  by a chapter of the laws of 2017, amending part E of chapter 57
     5  of the laws of 2017 relating to the effective date of certain provisions
     6  thereof, as proposed in legislative bills numbers S. 5544 and  A.  7216,
     7  is amended to read as follows:
     8    §  7.  This  act  shall take effect immediately and shall be deemed to
     9  have been in full force and effect on and after April  1,  2017;  except
    10  that  section  one of this act shall take effect on the first of January
    11  after it shall have become a law; provided that prior to that date,  the
    12  commissioner of health shall [make regulations and] take [other] actions
    13  reasonably  necessary  to  implement subdivisions 4-a and 4-b of section
    14  365-f of the social services law, as added by section one of  this  act,
    15  on that date; and provided further that any entity operating as a fiscal
    16  intermediary prior to this act becoming a law may continue to do so [for
    17  one  year  after  this act takes effect] until January 31, 2018, and may
    18  continue to do so after that  time  only  upon  obtaining  authorization
    19  under this act.
    20    §  2.  This  act  shall  take  effect on the same date and in the same
    21  manner as a chapter of the laws of 2017, amending part E of  chapter  57
    22  of the laws of 2017 relating to the effective date of certain provisions
    23  thereof,  as  proposed in legislative bills numbers S. 5544 and A. 7216,
    24  takes effect.
