        Introduced  by  Sen. JACKSON -- read twice and ordered printed, and when
          printed to be committed to the Committee on Rules

        AN ACT to amend the energy law,  in  relation  to  requiring  an  annual
          report  on  appliance  and  equipment  energy efficiency standards and
          resulting energy and utility bill savings

          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:

     1    Section 1. Subdivision 4 of section 16-106 of the energy law, as added
     2  by  a  chapter  of the laws of 2019, amending the energy law relating to
     3  requiring an annual report on appliance and equipment energy  efficiency
     4  standards  and resulting energy and utility bill savings, as proposed in
     5  legislative bills numbers S. 5866 and A. 7779, is  amended  to  read  as
     6  follows:
     7    4.  [Beginning  in  two thousand twenty-one, by] By March fifteenth of
     8  [each year] two thousand twenty-one, the  secretary  and  the  president
     9  shall produce a report to the governor, the speaker of the assembly, the
    10  temporary  president  of the senate, the chair of the assembly committee
    11  on energy and the chair of the senate committee on energy and telecommu-
    12  nications on the status of regulations  establishing  energy  efficiency
    13  performance standards pursuant to this article, which shall indicate for
    14  each  product  enumerated  in  subdivision one of section 16-104 of this
    15  article [whether such] the status of the implementation  of  performance
    16  standards  [have been (a) adopted, (b) proposed, or (c) determined to be
    17  preempted by federal government energy  efficiency  standards.  For  any
    18  product that has not been determined by the secretary to be preempted by
    19  federal government energy efficiency standards and for which regulations
    20  establishing  energy  efficiency  performance  standards  have  not been
    21  proposed, the report shall set forth the reasons that no standards  have
    22  been  proposed.  Beginning in two thousand twenty-two, such]. The report
    23  shall also set forth the estimated potential annual reductions in energy
    24  use and potential utility bill savings resulting from  adopted  perform-
    25  ance  standards  for the years two thousand twenty-five and two thousand
    26  thirty-five and  the  potential  cumulative  reductions  in  energy  use
    27  through  the year two thousand thirty-five. [The secretary shall consult

     1  with the president in preparing such estimates.] Such  report  shall  be
     2  updated  [each  year] by March fifteenth, two thousand thirty and a copy
     3  shall [also] be posted by March fifteenth, two thousand  thirty  on  the
     4  websites of the authority and the department of state.
     5    §  2.  This  act  shall  take  effect on the same date and in the same
     6  manner as a chapter of the laws of 2019, amending the energy law  relat-
     7  ing  to  requiring  an  annual  report on appliance and equipment energy
     8  efficiency standards and resulting energy and utility bill  savings,  as
     9  proposed in legislative bills numbers S. 5866 and A. 7779, takes effect.
