       AN ACT to amend the  soil  and  water  conservation  districts  law,  in
         relation to increasing the reimbursement cap
         THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
       BLY, DO ENACT AS FOLLOWS:
    1    Section 1. Paragraph (a) of subdivision 1 of section 11-a of the  soil
    2  and  water  conservation  districts law, as amended by section 2 of part
    3  U-1 of chapter 109 of the laws of 2006, is amended to read as follows:
    4    (a) Reimburse each soil and water conservation district to the  extent
    5  of  fifty  percent  of the amount expended by the district for the items
    6  specified in this paragraph, up to [thirty] SIXTY thousand  dollars  per
    7  district  in  any  fiscal year. Reimbursement pursuant to this paragraph
    8  shall be limited to expenditures  for  the  employment  of  conservation
    9  field technicians or district managers, and the purchase of supplies and
   10  equipment  related to these positions, for the purpose of supervising or
   11  providing technical assistance for the establishment and  implementation
   12  of  soil  and  water  conservation practices in accordance with programs
   13  undertaken by the district. At the end of each calendar  year,  verified
   14  and  detailed  claims  for  such reimbursement shall be submitted to the
   15  state soil and water conservation committee in such form and manner  and
   16  containing  such  information  as  the state soil and water conservation
   17  committee, the commissioner of agriculture and  markets  and  the  state
   18  comptroller  may  require.  Notwithstanding  any other provision of this
   19  chapter, the soil and water conservation district of New York city shall
   20  be considered the  equivalent  of  five  districts  when  reimbursed  in
   21  accordance with the provisions of this paragraph.
   22    S 2. This act shall take effect immediately.
