STATE OF NEW YORK ________________________________________________________________________ 6335 2017-2018 Regular Sessions IN SENATE May 11, 2017 ___________ Introduced by Sen. GRIFFO -- read twice and ordered printed, and when printed to be committed to the Committee on Energy and Telecommuni- cations AN ACT to amend the public service law, in relation to requiring utility corporations to provide an annual transparency statement to customers The People of the State of New York, represented in Senate and Assem- bly, do enact as follows: 1 Section 1. Section 44 of the public service law is amended by adding a 2 new subdivision 6 to read as follows: 3 6. Commencing on January first, two thousand nineteen, every utility 4 corporation on an annual basis, shall provide each customer with an 5 annual transparency statement which shall detail the following charges 6 on a gross basis which are included in each customer's delivery service 7 portion of their utility bill, including but not limited to: (i) proper- 8 ty taxes; (ii) sales and compensating use taxes; (iii) costs and 9 expenses of the commission and department pursuant to section eighteen-a 10 of this chapter; (iv) gross receipts taxes; (v) franchise and income 11 taxes; (vi) metropolitan transportation authority payroll taxes; and 12 (vii) fees, charges and costs imposed by the public service commission 13 which are embedded in the customer bill. Such fees, charges and costs 14 shall include costs from the implementation of reforming energy vision, 15 energy efficiency, distributed energy resources and zero emission cred- 16 its. Such transparency statement shall provide a percentage of the fore- 17 going charges as applied to the average bill of a customer of such util- 18 ity. 19 § 2. This act shall take effect immediately.
