STATE OF NEW YORK ________________________________________________________________________ 5967--A 2017-2018 Regular Sessions IN SENATE May 9, 2017 ___________ Introduced by Sen. VALESKY -- read twice and ordered printed, and when printed to be committed to the Committee on Environmental Conservation -- reported favorably from said committee and committed to the Commit- tee on Rules -- committee discharged, bill amended, ordered reprinted as amended and recommitted to said committee AN ACT to require the department of environmental conservation to report on deer management techniques in urban and suburban areas The People of the State of New York, represented in Senate and Assem- bly, do enact as follows: 1 Section 1. The department of environmental conservation shall, no 2 later than January 1, 2019, prepare a report to the legislature regard- 3 ing deer management techniques in urban and suburban areas of the state. 4 Such report, which shall be based on the best available scientific 5 information, shall include: 6 (i) an evaluation of alternative deer control methods, other than 7 traditional hunting, that may be employed to reduce deer population, 8 which may include, but need not be limited to capture and euthanization, 9 capture and removal, and fertility control; 10 (ii) methods to mitigate crop, vegetation, and property damage from 11 deer, including vehicle collisions; 12 (iii) management measures currently taken by the department to mini- 13 mize conflict between humans and deer; 14 (iv) methods to enhance public engagement in and awareness of deer 15 management issues; 16 (v) methods to reduce the spread of wildlife-transmitted illnesses 17 such as Lyme disease; 18 (vi) identification and evaluation of urban and suburban areas of the 19 state with high concentrations of deer populations; 20 (vii) the basis for the department's current deer population manage- 21 ment levels; and 22 (viii) review of effective management measures being taken in other 23 states. 24 § 2.
