          printed to be committed to the Committee on Mental Health and Develop-
          mental Disabilities
        AN ACT to require the office for people with developmental  disabilities
          to  establish the care demonstration program; to monitor and report on
          the effectiveness thereof; and to repeal certain  provisions  of  such
          law relating thereto
          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:
     1    Section 1. (a) The commissioner of the office for people with develop-
     2  mental disabilities shall establish the care demonstration  program,  to
     3  utilize  the state workforce to provide community based care to individ-
     4  uals with developmental disabilities.
     5    (b) The services provided by these pilots shall include, but shall not
     6  be limited to:
     7    (i) community habilitation;
     8    (ii) in-home respite;
     9    (iii) pathways to employment;
    10    (iv) supported employment (SEMP); and
    11    (v) community prevocational services.
    12    § 2. The office for people with developmental disabilities shall moni-
    13  tor the quality and effectiveness of  the  demonstration  programs,  and
    14  shall  report  such  results to the governor, the temporary president of
    15  the senate, and the speaker of the assembly, no later than December  31,
    16  2020.
    17    § 3. The commissioner of the office for people with disabilities shall
    18  promulgate   all  rules  and  regulations  necessary  to  implement  the
    19  provisions of this section.
    20    § 4. This act shall take effect immediately and shall  expire  and  be
    21  deemed  repealed  March  31,  2021; provided however, that all rules and
    22  regulations necessary for the implementation of this act shall have been
    23  promulgated prior to such effective date.
