          printed to be committed to the Committee on Agriculture

        AN ACT to authorize and  direct  the  commissioner  of  agriculture  and
          markets to conduct a study on vertical farming

          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:

     1    Section 1. 1. The commissioner of agriculture and  markets  is  hereby
     2  authorized  and  directed  to  conduct  a study on vertical farming. The
     3  purpose of this study shall include but not be limited to examining  the
     4  effects  vertical  farms would have on access to locally grown food, job
     5  creation and educational opportunities, and the impacts on the  environ-
     6  ment.
     7    2. Within one year of the effective date of this act, the commissioner
     8  of  agriculture  and markets shall deliver a report to the governor, the
     9  temporary president of the senate, the  speaker  of  the  assembly,  the
    10  minority  leader  of the senate and the minority leader of the assembly.
    11  The report shall include recommendations for legislation and administra-
    12  tive programs related to the use of vertical farms.
    13    § 2. This act shall take effect immediately.
