Section 16 of the agriculture and markets law is amended 2 by adding a new subdivision 50 to read as follows: 3 50. Develop, in consultation with the commissioner of the department 4 of health and the New York state land grant university, best-practice 5 recommendations for treatment, prevention and management of livestock 6 and farm property to protect against Asian longhorned ticks. Such recom- 7 mendations shall be based upon scientific data and shall include, but 8 not be limited to, the use of landscape techniques demonstrated to be 9 safe for livestock, people, pets and the environment, methods to 10 discourage rodent activity, and, as a method of last resort, the use of 11 effective active ingredients, as defined in subdivision one of section 12 33-0101 of the environmental conservation law, including usage informa- 13 tion and any label warnings or caution statements. The commissioner, in 14 consultation with the New York state land grant university, shall devel- 15 op and distribute to farmers information on Asian longhorned tick treat- 16 ment, management, and prevention. Such information and recommendations 17 shall also be made available on the department's website. 18 § 2. This act shall take effect immediately.
