        Introduced  by  Sens. PARKER, KENNEDY -- read twice and ordered printed,
          and when printed to be committed to the Committee on Commerce, Econom-
          ic Development and Small Business
        AN ACT to amend the economic development law, in relation  to  requiring
          the commissioner of economic development to publicize certain informa-
          tion  related  to programs for small business enterprises and minority
          and women-owned business enterprises
          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:
     1    Section  1.  Subdivision 47 of section 100 of the economic development
     2  law, as added by chapter 614 of the laws of 1982 and  as  renumbered  by
     3  chapter 427 of the laws of 2008, is amended to read as follows:
     4    47.  to, with funds appropriated for this purpose, post on the depart-
     5  ment's  website information related to New York state programs providing
     6  assistance to small businesses  or  minority  and  women-owned  business
     7  enterprises.  The commissioner shall determine which programs to feature
     8  on the department's website, in consultation with the urban  development
     9  corporation,  which may include, but not be limited to, programs offered
    10  by state and federal agencies or other entities,  to  provide  financial
    11  and  technical  assistance  to  minority and women-owned business enter-
    12  prises and small businesses, provided that  the  website  shall  provide
    13  information  on any department or urban development corporation programs
    14  relating to obtaining bonding or bridge loans.   Posted information  may
    15  include,  but  not necessarily be limited to, a program description, the
    16  type of assistance offered, application information, and contact  infor-
    17  mation  or  website address for the entity offering such assistance. The
    18  department shall post the information described herein so  as  to  allow
    19  individuals  to:  (a) search for featured minority and women-owned busi-
    20  ness enterprises and small businesses assistance  programs  pursuant  to
    21  article  nine  of this chapter; (b) complete applications for assistance
    22  in obtaining bonding, as well as  applications  to  any  other  programs

     1  providing  financial  assistance that the department deems feasible; and
     2  (c) obtain access to census data from  the  most  recent  United  States
     3  census.
     4    48.  to exercise all other powers and functions necessary or appropri-
     5  ate to carry out the duties and purposes set forth in this chapter.
     6    § 2. This act shall take effect immediately.
