STATE OF NEW YORK ________________________________________________________________________ 4313 2019-2020 Regular Sessions IN SENATE March 7, 2019 ___________ Introduced by Sen. BIAGGI -- read twice and ordered printed, and when printed to be committed to the Committee on Finance AN ACT to amend the executive law, in relation to establishing a pilot program to create a legal hotline for complainants of workplace sexual harassment The People of the State of New York, represented in Senate and Assem- bly, do enact as follows: 1 Section 1. The executive law is amended by adding a new section 75 to 2 read as follows: 3 § 75. Legal hotline for sexual harassment pilot program. 1. The attor- 4 ney general shall establish a pilot program to create a legal hotline 5 for complainants of workplace sexual harassment. The pilot program 6 shall be administered by the attorney general. 7 2. The attorney general shall recruit attorneys to participate in the 8 program. Attorneys will not be committed to representing any sexual 9 harassment complainants that they advise through the program. 10 3. The legal hotline for complainants shall be accessible via a toll- 11 free phone number that operates, at a minimum, from 9 a.m.-5 p.m. Monday 12 through Friday. 13 4. Workplace sexual harassment complainants shall call the hotline and 14 describe their problem to an intake counselor, who shall refer the 15 complainant to an appropriate and available volunteer attorney. After 16 the referral, the attorney shall contact and advise the complainant. 17 5. All costs of the pilot program shall be paid for by the New York 18 interest on lawyer account fund, pursuant to section ninety-seven-v of 19 the state finance law. 20 § 2.
