        Introduced  by  Sen. LAVALLE -- read twice and ordered printed, and when
          printed to be committed to the Committee on Education
        AN ACT to amend the education law, in relation  to  the  issuance  of  a
          superintendent's  certificate to persons possessing exceptional quali-
          fications
          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:
     1    Section  1.  Section  3003 of the education law is amended by adding a
     2  new subdivision 3-a to read as follows:
     3    3-a. a. The commissioner, at the request of a board  of  education  or
     4  board  of  cooperative educational services, shall provide for the issu-
     5  ance of a superintendent's certificate to any person  possessing  excep-
     6  tional  qualifications in specific business operations who does not meet
     7  all of the graduate course or teaching requirements of  subdivision  one
     8  of  this  section.  For purposes of this subdivision "exceptional quali-
     9  fications" means the candidate has earned a post graduate degree from an
    10  accredited college or university and has at least five years  experience
    11  as  chief  executive  officer of a company or organization.  The size of
    12  employee work force and annual  sales  or  operating  revenues  of  such
    13  company  shall  be  factors considered in the issuance of such a certif-
    14  icate.
    15    b. Any superintendent receiving his or her certificate as  superinten-
    16  dent  of  schools  pursuant  to  paragraph  a  of this subdivision shall
    17  complete twelve semester hours of graduate study in the field of  school
    18  administration and supervision within two years of receipt of his or her
    19  certificate.
    20    § 2. This act shall take effect immediately.
