The economic development law is amended by adding a new 2 article 23 to read as follows: 3 ARTICLE 23 4 NEW YORK STATE ADVISORY COUNCIL ON CORONAVIRUS ECONOMIC 5 RECOVERY AND WORKFORCE DEVELOPMENT 6 Section 455. New York state advisory council on coronavirus economic 7 recovery and workforce development. 8 § 455. New York state advisory council on coronavirus economic recov- 9 ery and workforce development. 1. There is hereby created within the 10 department the New York state advisory council on coronavirus economic 11 recovery and workforce development for advising the department as 12 provided in this section. The council shall concentrate both on corona- 13 virus economic recovery as well as issues impacting business post recov- 14 ery. 15 2. (a) The council shall consist of fourteen members: three members 16 appointed by the temporary president of the senate, three members 17 appointed by the speaker of the assembly, one member appointed by the EXPLANATION--Matter in italics (underscored) is new; matter in brackets [] is old law to be omitted. LBD06008-05-1S. 3098--B 2 1 minority leader of the senate, one member appointed by the minority 2 leader of the assembly, and the six remaining members appointed by the 3 governor, at least two of which shall be small business owners in the 4 state who employ fifty or less employees. 5 (b) The appointed council members shall represent various geographic 6 areas of the state and shall be knowledgeable in at least one of the 7 following areas: 8 (i) business; 9 (ii) education; 10 (iii) workforce development; or 11 (iv) public-private partnerships for economic recovery. 12 3. The council shall make recommendations to the commissioner on 13 certain subjects including, but not limited to: 14 (a) opportunities for collaboration between employers and educational 15 institutions; 16 (b) strategies to address any skills gaps; 17 (c) strategies to create sustainable pathways into careers; and 18 (d) strategies for workplace learning and skills application. 19 4. The council shall meet as frequently as its business may require, 20 but not less than twice a year. The presence of a majority of the 21 members shall constitute a quorum. The members of the council shall 22 receive no compensation for their services as members. 23 5. The commissioner, upon request of the council, shall designate an 24 officer or employee of the office to act as secretary of the council and 25 shall assign from time to time such other employees as the council may 26 require. 27 6. The council shall develop and submit a report to the governor, the 28 speaker of the assembly, and the temporary president of the senate no 29 later than one year from the effective date of this act and annually 30 thereafter. Such report shall include recommendations required by this 31 section and recommendations to effectively implement any initiative 32 identified by the council. 33 § 2. This act shall take effect immediately and shall expire and be 34 deemed repealed four years after it shall have become a law.
