STATE OF NEW YORK ________________________________________________________________________ 3098 2021-2022 Regular Sessions IN SENATE January 27, 2021 ___________ Introduced by Sen. KAPLAN -- read twice and ordered printed, and when printed to be committed to the Committee on Commerce, Economic Devel- opment and Small Business AN ACT to amend the economic development law, in relation to establish- ing the New York state advisory council on coronavirus economic recov- ery and workforce development; and providing for the repeal of such provisions upon expiration thereof The People of the State of New York, represented in Senate and Assem- bly, do enact as follows: 1 Section 1. The economic development law is amended by adding a new 2 article 23 to read as follows: 3 ARTICLE 23 4 NEW YORK STATE ADVISORY COUNCIL ON CORONAVIRUS ECONOMIC 5 RECOVERY AND WORKFORCE DEVELOPMENT 6 Section 455. New York state advisory council on coronavirus economic 7 recovery and workforce development established. 8 § 455. New York state advisory council on coronavirus economic recov- 9 ery and workforce development established. 1. There is hereby created 10 within the department the New York state advisory council on coronavirus 11 economic recovery and workforce development for advising the department 12 as provided in this section. The council shall concentrate both on 13 coronavirus economic recovery as well as issues impacting business post 14 recovery. 15 2. (a) The council shall consist of twelve members: three members 16 appointed by the temporary president of the senate, three members 17 appointed by the speaker of the assembly, and the six remaining members 18 appointed by the governor, at least two of which shall be small business 19 owners in the state who employ fifty or less employees. 20 (b) The appointed council members shall represent various geographic 21 areas of the state and shall be knowledgeable in at least one of the 22 following areas: EXPLANATION--Matter in italics (underscored) is new; matter in brackets [] is old law to be omitted. LBD06008-03-1S. 3098 2 1 (i) business; 2 (ii) education; 3 (iii) workforce development; or 4 (iv) public-private partnerships for economic recovery. 5 3. The council shall make recommendations to the commissioner on 6 certain subjects including, but not limited to: 7 (a) opportunities for collaboration between employers and educational 8 institutions; 9 (b) strategies to address any skills gaps; 10 (c) strategies to create sustainable pathways into careers; and 11 (d) strategies for workplace learning and skills application. 12 4. The council shall meet as frequently as its business may require. 13 The presence of a majority of the members shall constitute a quorum. The 14 members of the council shall receive no compensation for their services 15 as members. 16 5. The commission, upon request of the council, shall designate an 17 officer or employee of the office to act as secretary of the council and 18 shall assign from time to time such other employees as the council may 19 require. 20 6. The council shall develop and submit a report to the governor, the 21 speaker of the assembly, and the temporary president of the senate no 22 later than one year from the effective date of this act and annually 23 thereafter. Such report shall include recommendations required by this 24 section and recommendations to effectively implement any initiative 25 identified by the council. 26 § 2. This act shall take effect immediately and shall expire and be 27 deemed repealed four years after it shall have become a law.
