        Introduced  by Sen. HARCKHAM -- read twice and ordered printed, and when
          printed to be committed to the Committee on Transportation

        AN ACT in relation to ordering a study and  report  on  improvements  of
          State  Route  9A  in  the  towns  of  Ossining and Mount Pleasant; and
          providing for the repeal of such provisions upon expiration thereof

          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:

     1    Section  1.  The department of transportation is hereby authorized and
     2  directed to conduct a study on proposed improvements of State  Route  9A
     3  in the towns of Ossining and Mount Pleasant.
     4    1. Such study shall address no less than the following issues:
     5    (a) The estimated total cost of new guardrail installation;
     6    (b)  The  estimated total cost of underpass renovations to accommodate
     7  commercial vehicles;
     8    (c) The estimated duration of the project;
     9    (d) The impact construction will have on local traffic patterns;
    10    (e) The environmental impact of the project, represented in  an  envi-
    11  ronmental  impact statement, if such statement is required by law, or is
    12  deemed warranted according to the discretion of the department of trans-
    13  portation; and
    14    (f) Identify areas for cooperation between agencies who  have  purview
    15  over this project and/or relevant properties and solicit and incorporate
    16  input from such agencies.
    17    2.  The department of transportation shall report such findings to the
    18  governor and the legislature within one year after the effective date of
    19  this act.
    20    § 2. This act shall take effect immediately and shall expire one  year
    21  after  it  shall have become a law when upon such date the provisions of
    22  this act shall be deemed repealed.
