          printed to be committed to the Committee on Transportation

        AN ACT to amend the public authorities law, in relation to allowing  two
          automatic free transfers for riders using pay-per-ride Metrocards

          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:

     1    Section 1. Section 1266 of the public authorities law  is  amended  by
     2  adding a new subdivision 3-b to read as follows:
     3    3-b.  Notwithstanding  any other provision of law, the authority shall
     4  establish a "two free transfers policy", provided, however, the authori-
     5  ty shall not pay any costs or expenses related to the two free transfers
     6  policy from its operating or capital budgets and may only implement  the
     7  two  free transfers policy with funds appropriated to it by the state of
     8  New York for such purpose. The two free transfers policy may be  amended
     9  from  time  to time. Such policy shall provide any person who pays for a
    10  single fare or rate with at least two automatic  free  transfers  at  no
    11  additional  cost  between  any subway and bus, or between buses that are
    12  owned and operated by the authority. Such transfers shall be  valid  for
    13  two  hours from the time such fare or rate is collected by the authority
    14  at a transit facility.
    15    § 2. This act shall take effect immediately.
