       Introduced  by  Sen.  YOUNG  -- read twice and ordered printed, and when
         printed to be committed to the Committee on Environmental Conservation
       AN ACT to amend the environmental conservation law, in relation  to  the
         prohibition  on  salt  licks  on  land  inhabited  by deer or bear and
         prohibiting the hunting of deer or bear with the aid of a salt lick
         THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
       BLY, DO ENACT AS FOLLOWS:
    1    Section  1.  Subdivision  3  of  section  11-0505 of the environmental
    2  conservation law, as amended by chapter 135 of  the  laws  of  1982,  is
    3  amended to read as follows:
    4    3. No deer or bear traps shall be made, set or used upon land inhabit-
    5  ed  by  deer  or bear. No salt lick shall be made, set or used upon land
    6  inhabited  by  deer  or  bear,  EXCEPT  ON  LAND  USED  IN  AGRICULTURAL
    7  PRODUCTION  FOR  THE  PRODUCTION  OF  LIVESTOCK OR LIVESTOCK PRODUCTS AS
    8  DEFINED IN PARAGRAPH E  OF  SUBDIVISION  TWO  AND  SUBDIVISION  FOUR  OF
    9  SECTION THREE HUNDRED ONE OF THE AGRICULTURE AND MARKETS LAW, AND except
   10  that  the  department  may  do so on state wildlife refuges and wildlife
   11  management areas.
   12    S 2. Subparagraph 8 of paragraph b of subdivision 4 of section 11-0901
   13  of the environmental conservation law, as amended by chapter 600 of  the
   14  laws  of  1993,  is amended and a new subparagraph 9 is added to read as
   15  follows:
   16    (8) with an arrow with a barbed broadhead arrowhead[.]; OR
   17    (9) WITH THE AID OF A SALT LICK.
   18    S 3. Subparagraph 8 of paragraph c of subdivision 4 of section 11-0901
   19  of the environmental conservation law, as amended by chapter 600 of  the
   20  laws  of  1993,  is amended and a new subparagraph 9 is added to read as
   21  follows:
   22    (8) with an arrow with a barbed broadhead arrowhead[.]; OR
   23    (9) WITH THE AID OF A SALT LICK.
   24    S 4. This act shall take effect immediately.
