PERSAUD, PARKER, HINCHEY -- read twice and ordered printed, and when printed to be committed to the Committee on Alcohol- ism and Substance Abuse -- reported favorably from said committee, ordered to first and second report, ordered to a third reading, passed by Senate and delivered to the Assembly, recalled, vote reconsidered, restored to third reading, amended and ordered reprinted, retaining its place in the order of third reading AN ACT to amend the mental hygiene law, in relation to approved courses of study or equivalent on-the-job experience for counselors The People of the State of New York, represented in Senate and Assem- bly, do enact as follows: 1 Section 1. Paragraph 1 of subdivision (d) of section 19.07 of the 2 mental hygiene law, as amended by section 5 of part I of chapter 58 of 3 the laws of 2005, is amended to read as follows: 4 (1) The office shall establish minimum qualifications for counselors 5 in all phases of delivery of services to persons and their families who 6 are suffering from alcohol and/or substance abuse and/or chemical 7 dependence and/or compulsive gambling that shall include, but not be 8 limited to, completion of approved courses of study or equivalent 9 on-the-job experience in alcoholism and substance abuse counseling 10 and/or counseling of compulsive gambling. Such approved courses of study 11 or equivalent on-the-job experience shall include: providing trauma-in- 12 formed, patient-centered care; referring individuals to appropriate 13 treatments for co-occurring disorders; and sensitivity training. Such 14 courses shall be updated as needed to reflect evolving best practices in 15 harm reduction, treatment and long-term recovery. For the purposes of 16 this paragraph, sensitivity training shall mean a form of training with 17 the goal of making people more aware of their own prejudices and more 18 sensitive to others. 19 § 2.
