        Introduced  by  Sens.  KAPLAN, ADDABBO, BIAGGI, PARKER -- read twice and
          ordered printed, and when printed to be committed to the Committee  on
          Alcoholism and Substance Abuse

        AN  ACT  to  amend  the mental hygiene law, in relation to requiring the
          office of addiction services and supports to develop training  materi-
          als  for  health  care providers and qualified health professionals to
          encourage implementation of the  screening,  brief  intervention,  and
          referral to treatment program

          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:

     1    Section 1. Section 19.07 of the  mental  hygiene  law  is  amended  by
     2  adding a new subdivision (n) to read as follows:
     3    (n)  The  office  of  addiction services and supports, in consultation
     4  with the commissioner of health, shall provide and publish, in electron-
     5  ic or other format, training materials for  health  care  providers,  as
     6  defined  by  subdivision  six of section two hundred thirty-eight of the
     7  public health law, and qualified health professionals, recognized by the
     8  office to enable the  implementation  of  the  screening,  brief  inter-
     9  vention,  and referral to treatment program (SBIRT). Such training mate-
    10  rials shall include any and all materials  necessary  to  inform  health
    11  care  providers  and  qualified  health  professionals of the method for
    12  administering the SBIRT program to a patient in the care of health  care
    13  providers  or  qualified  health  professionals. Such training materials
    14  shall be made available to health care providers  and  qualified  health
    15  professionals  through  the  official  websites  of  the  office and the
    16  department of health and by any other means deemed  appropriate  by  the
    17  commissioner.
    18    § 2. This act shall take effect immediately.
