        AN ACT to amend the state finance law,  in  relation  to  requiring  the
          construction of certain parking facilities to be capable of supporting
          electric vehicle charging stations

          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:

     1    Section 1. The state finance law is amended by adding  a  new  section
     2  19-a to read as follows:
     3    §  19-a.  Parking  facilities;  support  for electric vehicle charging
     4  stations.  1. For purposes of this section  the  term  "parking  garage,
     5  open  parking  lot  and/or  other parking facility" shall mean a parking
     6  facility of more than fifty parking spaces.
     7    2. Any construction project undertaken in  this  state  that  receives
     8  state  capital  funding and the scope of such project includes a parking
     9  garage shall be capable of supporting electric vehicle charging stations
    10  through an electrical raceway to the electric supply panel  serving  the
    11  garage  that  shall be capable of providing a minimum of 3.1 kW of elec-
    12  trical capacity to each charging station connected to it with the  race-
    13  way.  Such raceway and all components and work appurtenant thereto shall
    14  be in accordance with state, city and municipal electrical codes.
    15    3. Any construction project undertaken in  this  state  that  receives
    16  state  capital  funding  and  the scope of such project includes an open
    17  parking lot and other parking facility shall be  capable  of  supporting
    18  electric  vehicle  charging  stations  through an electrical raceway, no
    19  smaller than one inch, capable of providing a minimum supply of 11.5 kVA
    20  to an electric vehicle supply equipment (EVSE) from an  electric  supply
    21  panel.  The  electric supply panel serving such parking spaces must have
    22  at least  3.1  kW  of  available  capacity  for  each  charging  station
    23  connected  to  it with the raceway.  Such raceway and all components and

     1  work appurtenant thereto shall be in accordance  with  state,  city  and
     2  municipal electrical code.
     3    4.  Nothing in this section shall require the installation of electric
     4  vehicle charging stations in any parking garage,  open  parking  lot  or
     5  other parking facility.
     6    § 2. This act shall take effect immediately.
