        CONGRATULATING Colin M. Smith upon the occasion of
        receiving the distinguished rank of Eagle Scout, the
        most prestigious of Scouting honors, on May 22, 2021

  WHEREAS,  Through his diligence and rigorous efforts, Colin M. Smith
has achieved Scouting's highest and most prestigious rank, Eagle  Scout;
the  Eagle  Court  of  Honor  ceremony will be held on Saturday, May 22,
2021, at Croton Falls Fire Department, Croton Falls, New York; and

  WHEREAS, Colin M. Smith is a member of Boy Scouts of  America  Troop
4, Purdys, New York; and

  WHEREAS,  A  resident of North Salem, New York, Colin M. Smith began
his illustrious scouting career as  a  Cub  Scout  in  first  grade  and
crossed  the  bridge  to Boy Scouts in fifth grade; he has truly enjoyed
Scouting to its fullest, taking advantage of all it has  to  offer  from
Camp Read to Sea Base High Adventure Camp in the Florida Keys; and

  WHEREAS,  Through  the  years, Colin M. Smith has completed 22 merit
badges and has held  numerous  leadership  positions,  including  Patrol
Leader, Quartermaster and Assistant Senior Patrol Leader; and

  WHEREAS, Colin M. Smith is currently a junior at Archbishop Stepinac
High  School where he is a member of the Cross Country, Spring Track and
Golf Team, and regularly achieves the First  Honor  Roll;  he  was  also
inducted  into  the  National  Honor  Society, Spanish Honor Society and
Social Studies Honor Society; and

  WHEREAS, Furthermore, Colin M. Smith was selected as the  Archbishop
Stepinac  High  School junior class representative for Boys' State 2021,
representing the Ernest Pasqua Post No. 1506 American Legion; and

  WHEREAS, America has achieved her greatest heights of glory  through
the  dedication,  determination  and tireless efforts of the outstanding
citizens of this Nation; and

  WHEREAS, It is only with the continued diligence and devotion of our
youth, tomorrow's leaders, that America will maintain her glory; and

  WHEREAS, Boy Scouts of America and its members are dedicated to  the
development of character and leadership in the youth of this Nation; and

  WHEREAS,  The  highest achievement of leadership in Scouting, earned
by approximately five percent of all Boy Scouts,  is  the  distinguished
rank of Eagle Scout; and

  WHEREAS,  This  outstanding  young man has been involved in Scouting
for many years, has lived up to Scouting's ideals and has  attained  all
of  the  necessary  achievements,  including  completion  of a community
service project, which was successfully planned, developed and executed;
and

  WHEREAS, For his project, Colin M.  Smith  built  20  wooden  Viking
chairs  for the Sal J. Prezioso Mountain Lakes Park and Day Camp located
in the Town of North Salem,  Westchester  County,  New  York,  where  he
attended  as  both  a  day camper and Counselor in Training (CIT) for 10
years;  these  chairs  will  be  used  in a fire pit area as there is no
seating when hosting scouts, community, and wedding events; and

  WHEREAS, In addition, he instructed junior park rangers  on  how  to
build  their  own Viking chair by creating a YouTube tutorial video with
step-by-step instructions; and

  WHEREAS, Colin M. Smith's dedication to the safety and well-being of
the citizens of his community is represented  through  his  project  and
demonstrates  his  devotion  to both community and commitment to others;
and

  WHEREAS, As he goes forward in his academic career, Colin  M.  Smith
will continue the ideals and principles of the Boy Scouts; and

  WHEREAS,  Colin  M. Smith's perseverance in rising through the ranks
to Eagle Scout is a strong indication of his ability to master difficult
tasks; his accomplishment will enable him to emerge as a  leader,  fully
equipped to meet the challenges of today's complex society; and

  WHEREAS, This new Eagle Scout is a credit to his family, his school,
his community, his State and his Nation, and no doubt his future will be
filled with accomplishments of equal importance; now, therefore, be it

  RESOLVED,  That this Legislative Body pause in its deliberations, in
recognition of the significance  of  this  meritorious  achievement,  to
congratulate  and  honor  Colin  M. Smith on achieving the rank of Eagle
Scout; and be it further

  RESOLVED, That a copy of this  Resolution,  suitably  engrossed,  be
transmitted to Colin M. Smith.
