of County Clerks; and

WHEREAS, The New York State Association of County Clerks was founded
on February 25, 1921, in Rochester, New York; and

WHEREAS, This all-volunteer organization was formed for the purpose
of promoting and improving the service of county clerks offices
throughout the state, standardizing fees, monitoring legislation
affecting county clerks offices, and encouraging fellowship among the
members; and

WHEREAS, Following the initial Association of County Clerks meeting
in 1921, a summer meeting was held in Lake Pleasant, New York, in 1923,

officials, that continued even during World War II; and

WHEREAS, The operation of county clerks offices has changed
dramatically over time and today's clerks have the challenge of
assimilating ever-changing technology while maintaining their
responsibility as the keeper of records for land transactions and court
proceedings, as well as the elected official responsible for managing
the Department of Motor Vehicles (DMV) on behalf of New York State; and

WHEREAS, Staying true to its original mission, the New York State
Association of County Clerks strives to provide leadership to county
clerks offices throughout the state through its advocacy, and the
sharing of collective knowledge and best practices, allowing New York's
county clerks to speak with one voice; and

WHEREAS, The success of the New York State Association of County
Clerks is in direct correlation to the efforts of its President and its
members, whose involvement is, and always has been, characterized by an
impressive commitment, an unbridled enthusiasm, and an uncompromising
standard of excellence in all endeavors on behalf of the institution and
the community it serves; and

WHEREAS, It is the sense of this Legislative Body that those
organizations which enhance the well-being and vitality of their
community and have shown a long and sustained commitment to excellence
certainly have earned the recognition and applause of all the citizens
of this great Empire State; now, therefore, be it

RESOLVED, That this Legislative Body pause in its deliberations to
commemorate the Centennial Anniversary of the New York State Association
of County Clerks; and be it further
