STATE OF NEW YORK ________________________________________________________________________ 10692 IN ASSEMBLY June 13, 2016 ___________ Introduced by COMMITTEE ON RULES -- (at request of M. of A. Miller) -- read once and referred to the Committee on Veterans' Affairs AN ACT to amend the executive law, the public health law and the educa- tion law, in relation to directing the division of veterans' affairs to establish and operate a publicly accessible electronic database of the availability of openings for admission to state veterans' homes The People of the State of New York, represented in Senate and Assem- bly, do enact as follows: 1 Section 1. Section 353 of the executive law is amended by adding a new 2 subdivision 23 to read as follows: 3 23. To, in consultation and cooperation with the department of health 4 and the state university of New York, establish and operate an internet 5 website electronic database, accessible to the public, which provides 6 the number of available openings for eligible individuals at each state 7 veterans' home operated pursuant to article twenty-six-A of the public 8 health law and at the Long Island state veterans' home at the state 9 university of New York at Stony Brook. In addition, such electronic 10 database shall, for each such veterans' home, provide the number of 11 eligible individuals who are on the waiting list for admission to the 12 state veterans' home. The division, the department of health and the 13 state university of New York shall jointly ensure that the information 14 posted on the electronic database established pursuant to this subdivi- 15 sion is maintained and updated on a real time basis as such information 16 changes. 17 § 2. The public health law is amended by adding a new section 2636 to 18 read as follows: 19 § 2636. State veterans' home electronic database. The department shall 20 fully cooperate with the division of veterans' affairs to establish and 21 operate the electronic database provided for in subdivision twenty-three 22 of section three hundred fifty-three of the executive law, and provide 23 information relating to the state veterans' homes operated pursuant to 24 this article to such division on a real time basis. 25 § 3. Section 355 of the education law is amended by adding a new 26 subdivision 20 to read as follows: EXPLANATION--Matter in italics (underscored) is new; matter in brackets [] is old law to be omitted. The state university 2 shall fully cooperate with the division of veterans' affairs to estab- 3 lish and operate the electronic database provided for in subdivision 4 twenty-three of section three hundred fifty-three of the executive law, 5 and provide information relating to the Long Island state veterans' home 6 at the state university of New York at Stony Brook to such division on a 7 real time basis. 8 § 4. This act shall take effect on the one hundred eightieth day after 9 it shall have become a law. Provided, however that, effective immediate- 10 ly, any actions necessary to implement the provisions of this act on its 11 effective date are authorized and directed to be completed on or before 12 such date.
