          on Education
        AN  ACT  to  amend  the  education  law, in relation to requiring mental
          health counselors in schools
          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:
     1    Section  1. The education law is amended by adding a new section 803-b
     2  to read as follows:
     3    § 803-b. Full time licensed mental health counselors,  as  defined  by
     4  section  eighty-four  hundred  two  of  this  chapter, required in every
     5  elementary, required in intermediate, middle, junior  high,  and  senior
     6  high  schools.  The  board  of  education  or  trustees  of every school
     7  district in the state shall on and after July first, two thousand twenty
     8  employ at least one certified or licensed  mental  health  counselor  in
     9  each  of  the  schools  under their jurisdiction exclusive of any school
    10  mental health counselors funded or mandated through any  special  educa-
    11  tion funding, aid, regulation or statute.
    12    § 2. This act shall take effect immediately.
