        AN  ACT  to amend the social services law, in relation to citizen review
          panels

          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:

     1    Section  1. Subdivision 1 of section 371-b of the social services law,
     2  as added by chapter 136 of the laws of  1999,  is  amended  to  read  as
     3  follows:
     4    1.  There  shall  be  established  at least [three] one citizen review
     5  [panels. At least one panel shall be established for  the  city  of  New
     6  York  and  at  least two panels shall be established for social services
     7  districts or combinations of districts outside of the city of New  York]
     8  panel in each region of the state established in accordance with section
     9  two  hundred  thirty  of the economic development law.  The panel in the
    10  city of New York shall create one subcommittee for each borough for  the
    11  purposes  of  evaluating  the  extent  to which the state and the social
    12  services district are discharging their  child  protection  responsibil-
    13  ities  within  that  particular  borough,  in accordance with subsection
    14  three of this section.  The office of children and family services shall
    15  make available resources to support the needs  of  each  citizen  review
    16  panel.
    17    §  2.  This  act shall take effect on the ninetieth day after it shall
    18  have become a law.
