STATE OF NEW YORK ________________________________________________________________________ 10480 IN ASSEMBLY April 30, 2018 ___________ Introduced by M. of A. JOYNER -- read once and referred to the Committee on Education AN ACT authorizing and directing the commissioner of education to conduct a study on the number of children who are caregivers and how being a caregiver impacts their education The People of the State of New York, represented in Senate and Assem- bly, do enact as follows: 1 Section 1. The commissioner of education is hereby authorized and 2 directed to conduct a study on the number of children who are caregivers 3 and how being a caregiver impacts their education and give recommenda- 4 tions based on the study's findings. Such study shall include, but not 5 be limited to: 6 (a) the number of "caregiver children", children with sick, disabled, 7 or elderly relatives that they care for, within the state; 8 (b) the amount of time caregiver children spend caring for relatives; 9 (c) the impact on education of being a caregiver child; 10 (d) the circumstances that lead to a child becoming a caregiver child; 11 and 12 (e) any recommendations on how to reduce the negative educational 13 impacts of being a caregiver child. 14 § 2. On or before January 1, 2020, the commissioner of education shall 15 submit a report of his or her findings, conclusions and recommendations 16 to the governor, the temporary president of the senate, the speaker of 17 the assembly, and the chairs of the senate and assembly committees on 18 education. Such report shall also include such legislative proposals as 19 the commissioner deems necessary to implement his or her recommenda- 20 tions. 21 § 3. This act shall take effect immediately.
