          Darling,  O'Donnell)  --  read  once  and referred to the Committee on
          Health -- committee discharged, bill  amended,  ordered  reprinted  as
          amended and recommitted to said committee

        AN  ACT in relation to directing the commissioner of health to conduct a
          study of the delivery of ambulatory care on Staten Island

          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:

     1    Section  1.   a.   The commissioner of health shall conduct a study of
     2  the delivery of primary care, urgent care, and commonly used  ambulatory
     3  health  care  services on Staten Island, including the current situation
     4  and expected trends for the future.   Entities  to  be  studied    shall
     5  include  clinics  operating  within or sponsored by pharmacies and other
     6  retail businesses (retail clinics), ambulatory health care offices  open
     7  for  extended  hours  without  an appointment (urgent care centers), and
     8  major ambulatory health care   practices (whether  in  one  location  or
     9  multiple  locations) whose health care professionals are linked directly
    10  or indirectly in an economic relationship,  federally  qualified  health
    11  centers,  community  health  centers,  general  hospital ambulatory care
    12  clinics, and other ambulatory care centers.    Entities  to  be  studied
    13  shall  not  include  ambulatory  surgery centers or office-based surgery
    14  practices.
    15    b.  The study shall examine the impact of the respective  entities  on
    16  the delivery, quality, accessibility, and cost of ambulatory health care
    17  on  Staten  Island.    The  commissioner  shall  make recommendations to
    18  improve the delivery, quality, accessibility, and cost of the full range
    19  of ambulatory health care services required by the community.
    20    c.  During the study the operator of a  clinic,  urgent  care,  and/or
    21  such major ambulatory health care practice shall give a 30-day notice to
    22  the department of health and locally elected officials before a closure,
    23  relocation or decertification.
    24    d.  The commissioner of health shall report and publish on the depart-
    25  ment of health's website, and transmit the commissioner's  findings  and
    26  recommendations to the governor, the speaker of the assembly, the minor-

     1  ity  leader  of  the assembly, the temporary president of the senate and
     2  the minority leader of the senate on or before one year  from  the  date
     3  this act shall take effect.
     4    § 2. This act shall take effect immediately.
